Mark Rowan was called to the bar in British Columbia in 1986. Mark began his legal career practicing a mix of criminal, civil, and administrative and regulatory law, the areas of law he continues to pursue at Macaulay McColl.
In 1990 Mark left private practice to join the office of the British Columbia Crown Counsel, where he prosecuted Criminal Code and Environmental matters until 2001. While with the Crown, Mark prosecuted a number of high profile cases in which the accused were lawyers, doctors and other professionals.
In May 2001 Mark returned to private practice. Since 2001, Mark has defended a wide variety of clients, including individuals, insurers, institutions and corporations, against a wide range of allegations in administrative hearings and at all levels of court, including the Court of Appeal and the Supreme Court of Canada. Mark has defended clients in the Transportation industry, in Regulatory matters across Canada, and is recognized as one of the few lawyers with expertise in the Transportation of Dangerous Goods Act and Regulations. In all areas of law, Mark has been able to use his vast experience as a prosecutor and defence lawyer to obtain the very best results for all of his clients.
Mark left his partnership at a well known mid-sized law firm in March 2008 to join Macaulay McColl so that he could spend more time attending to the needs of his clients. Mark understands that clients need a lawyer that can guide them through the litigation process to achieve the best result in the most efficient and cost effective manner. |

Practice Areas
- Civil litigation including: sexual assault claims, fraud claims, and contract disputes, wrongful dismissal claims and professional negligence claims.
- Insurance law including: institutional liability for personal injury and sexual assault, occupiers liability, professional liability and general commercial insurance.
- Criminal law including: driving offences, criminal code offences, drug offences including PPT and cultivation.
- Regulatory law including: environmental offences, Transportation of Dangerous Goods Act, Railway Safety Act, and Canada Labour Code.
Outside Interests
Mark was a successful ski racer, who raced internationally for Canada. After retiring from ski racing, Mark was a bike racer from 1981 to 1989. From 1991 until 1999, Mark then coached Special Olympic skiing. Since, 1999, Mark has continued to work with disabled, children, and has defended a number of persons with disabilities who have come into conflict with the criminal law.
Mark is a member of the Autism Society of British Columbia, and the Marine View Housing Society, which is a Society that provides housing for people with mental disabilities. |
